Cygwin gem install bundler: cannot load such file -- win32/resolv (LoadError)

I'm running into this issue under Cygwin, gem install bundler returns this error under ruby-installed 2.2.6 and 2.3.3:

rvm/rvm#3519

Which was also raised upstream for ruby 2.3:
