Bug - Page - PageSidebar should only apply pf-m-expanded on mobile view

It is currently applying to both desktop view and mobile view, but should only be added when in mobile. This is causing an issue with the animation where the icon will flash to the expandable icon briefly on page refresh. 

Likely we will need to pass the `isMobile` to the context and reference that in `PageSidebar`.
