Feature: New Issue Verification #945

Is your feature request related to a problem?
Currently users can open any kind of issues for new libraries, and it happens that they open issues for libraries that are either already supported or they are supported by a framework such as Spring Boot.
Describe the solution you'd like
After a new library is opened, we should run a verification task that will check if all of the data in the library is correct, if the library is supported or if the library is supported by our frameworks. If that is the case, the bot should close the ticket with an informative error message.
