Add SDK idle threshold configuration to router #2994
Description
Add configuration to router to disconnect SDKs that have not communicated by some threshold. Since SDKs generally send latency pings on a regular basis, connections should generally not be idle for very long.
Configuration would make sense on the xgress edge listener.
