[feature] Use rootless podman instead of docker

The current version is based on Docker but Podman is a better alternative with more security feature.

Use rootless Podman to deploy Openwisp by default instead of Docker.

We can barely keep up with maintenance of what we have now so I am not sure with what resources are we going to implement this and then maintain it over time.

I'd say maybe in the future when we'll have more resources and more experts contributing actively to maintain docker-openwisp.

The YAML referenced in that blog post does not exist, seems 100% bogus.

Kubernetes eats too much resource, single container is easier. I use Debian 12+Podman
