Short Personal Bio
Stavros Kounis is an accomplished software engineer and enterprise architect with over two decades of experience in designing and delivering complex digital platforms. He serves as an Enterprise Architect in mission for the European Commission, where he leads the Standardisation Strategy for the European Digital Identity Wallet (EUDI Wallet) initiative. He also contributes to the EUDI Wallet Architecture and Reference Framework, supporting content reviews and maintaining its GitHub organisation and repositories.
His work bridges technology, policy, and interoperability, ensuring coherence between EU legislation, Implementing Acts, and international standards developed by bodies such as ETSI, ISO, CEN, and W3C.
Previously, Stavros contributed to the update of the EU Digital Covid Certificate and supported its alignment with the World Health Organization’s Global Digital Health Certification Network. His expertise spans software architecture, trust services, and governance frameworks, and he continues to drive collaboration between public administrations and open-source communities.
Short Personal Pitch
As an active contributor to the Open Wallet Foundation, I am deeply committed to advancing its mission of open, interoperable, and trustworthy digital identity systems. During the past term, I served as Vice Chair of the TAC and later acted as interim Chair, ensuring smooth operations, transparent governance, and continued collaboration among diverse stakeholders.
My goal for this new term is to build on this foundation, strengthening coordination between the Foundation's technical workstreams and international standardisation efforts. I believe my dual experience in public policy and open technical ecosystems positions me well to continue serving the TAC, fostering both strategic alignment and practical interoperability outcomes.
I nominate myself in a personal capacity, independent of my employer, and I look forward to contributing further to the success of the Open Wallet Foundation.
