Versioning images and stale repo

All my ruby tasks broke this morning because of an update to the base image.

This is still a research preview, but I think it would important to introduce base image versioning when promoting this product out of research preview.

This also means that this repo is not kept up to date, making much harder for to contribute (working from a stale base).
