dependabot failures with golangci-lint-action

Describe the bug

Dependabot is trying to update the github action, but the new action only supports golangci-lint v2, and we're still using v1.

To reproduce

Steps to reproduce the behavior:

1. look at dependabot PRs, e.g chore(deps): bump golangci/golangci-lint-action from 6 to 8 #405

Expected behavior

Build passes, we can update the action.
