deploy pipeline failures

Describe the bug

The deploy pipeline should be publishing new npm packages to github packages.

To reproduce

Merge a change to the reference data, observe the pipeline:

mathieudutour/github-tag-action logs an error:

Error: Resource not accessible by integration

Expected behavior

New version gets tagged and marked as a github release.
