Implements latency tracking for individual operations (where applicable) (#1568)

Reports min, max, average as well a number of percentiles for operation latencies
Latency is per operation, e.g. synchronous publish, publication of a batch, async publication of a batch of messages, fetching or getting a batch of messages, etc...
