How to run multi-line code locally?

I apologize for this noobish question... but how am I supposed to sun the following codeblock locally? It runs every line as a separate command. I'm using Windows 10 CMD. Is there a better terminal I could be using that would make this work?

I figured out that I needed to make a .py file and run it with python but now I'm getting errors regarding torch and CUDA

I installed CUDA from NVidia but I'm completely unsure of what that does or what to do next. Any assistance would be appreciated! Thanks!
