[FEATURE] Update Yaml Library

It appears that Yaml Library used in golly codec (the only external library)https://github.com/go-yaml/yaml has not been updated since 2022. Though the comments and issue in this library indicate that its being maintained. Consider the alternative https://github.com/goccy/go-yaml

@nandagopalan Yes we should upgrade to the new library.

https://github.com/goccy/go-yaml appears to have no external dependencies so should be a good fit for now.
In longer run lets have a in-house implementation of yaml reader/write in order to avoid external dependencies.
