UI/ UX question: Why are the "hide empty staves" options not a drop-down?

Aee there any reasons why these 3 buttons are not merged into one drop-down?
To me, I think the current iteration is clunky and can be misleading while making them a drop-down would be much cleaner and there will be no room for misunderstanding.
After months of using musescore with them, they just feel wrong and somewhat irritating for me...
