Deprecate `useAcrylicInTabRow` and make it a theme setting

On our long-term horizon is deprecating useAcrylicInTabRow and making it a theme setting, too.

FWIW I'd prefer that this is done after theming gets added to the settings UI. Otherwise, we'll be removing (or adapting a removed setting) from the UI
