Support for google/gemma-3 models

Hi Team, please consider supporting Gemma3 models in both builder and GenAI.

This PR adds support for Gemma-3 1B and the decoder components of the Gemma-3 vision-language models (VLMs). The remaining support needed for the Gemma-3 VLMs will come soon.

The runtime support was added in this PR. The models are uploaded to this Hugging Face repo with improved support for bfloat16 precision. The instructions to build your own Gemma-3 ONNX models are available here.
