[HLSL][SPIR-V] Implement missing features to port VulkanCTS reconvergences tests to the offload test suite

The VulkanCTS has several tests to validate the SPIR-V reconvergence.
Those are written in GLSL, but we would benefit from porting those to the offload test suite to validate our use of convergence intrinsics.
