Add an option to manage target platform version in @liferay/cli

Description

Desired behavior:
The main goal of this would be being able to run something like liferay configure target or similar and get a list of available target platforms and versions, so that the package.json of the project can be updated to the correct version number.

This would make thorough documentation unnecessary and would make the process easier.
