Move gomodcheck from controller runtime repo to here

What would you like to be added:

Proposing that kubernetes-sigs/controller-runtime#2774 is moved into this repository

Why is this needed:

The tool is used to keep controller runtime's dependencies in sync with k/k without tools like VSCode doing upgrades that take versions too far.
It would seem that this tool would be useful across SIG repos.

Additional tasks that would need to be done as part of the move:

• Add documentation
• Make it usable as a golangci-lint plugin (potentially post merge)

I think the script/tool is more suited to be homed in https://github.com/kubernetes/repo-infra as the script/tool supposed to be a generic one for usage by all SIGs. https://github.com/kubernetes/repo-infra hosts common tools that can be used by all repositories.

This repo hosts build tooling for building Kubernetes and generating releases.
