helm: optional `PodDisruptionBudget` for all containers

Can the helm chart be extended to seed PodDisruptionBudget for all containers. Currently the app container has stanzas for PodDisruptionBudget.

Why is this needed?

Providing settings for PodDisruptionBudget will help folks to clarify the acceptable state of this application during node drains.
