Move AzureASOManaged API from v1alpha1 to v1beta1

We want to move AzureASOManaged API from v1alpha1 to v1beta1.
This entails adding AzureASOManaged API to v1beta1 and enabling with conversion webhooks (Tutorial: Multi-Version API - The Kubebuilder Book).
