Support installing Trunk version from Trunk.toml file

Hi, thanks for this useful GitHub Action!

It would be great if this Action could read from a `Trunk.toml` file in the repo, which specifies a `trunk-version` entry. This would help in keeping the version between CI and local development in sync.

Any thoughts?
