Kineto profiler is currently disabled in dpclang build due to missing PTI library dependency.

Working to add PTI support for dpclang build here:

• ci/dpclang: enable profiling in dpclang build #5117

Came across different requirements for L0 minimal version between dpclang and PTI which requires to change how we work with L0. Previously we asked dpclang to build L0 for us, but this version is too old for PTI. So working to build L0 within our CI. This uncovered issue in the compiler which does not well support build against custom L0 if system has older version installed:

• dpclang fails to build with custom installed L0 in parallel to system installed one llvm#23045

Applied WA to the compiler build which is described in intel/llvm#23045 (comment).
