Pausing Intel® Extension for PyTorch* CPPSDK for XPU devices releasing

Describe the issue

Starting from the upcoming version 2.7, the PyTorch binary working with Intel® Extension for PyTorch* will be changed to the officially released one in pytorch.org. We are still working in progressing enabling the XPU support to the official libtorch binaries. We will pause releasing CPPSDK for XPU devices support from the upcoming 2.7 till the libtorch binaries with XPU support become available in pytorch.org. The current ETA is 2.8.
