Create an Ignite Github Action formula

For Ignite, we've traditionally used CircleCI for our React Native CI needs.

However, it would be a good idea to include some templates or some sort of easily installable Github Marketplace Action that is targeted specifically at Ignite apps.

Current Github Actions aimed at React Native apps:
