Error while installing pycuda for docker setup

Describe the bug
while trying to build a docker setup for my exisiting project utilising TensorRT and pycuda, while running the build command ended up in failed build. The given below is my dockerfile:

ENV CUDA_HOME=/usr/local/cuda-12.2
ENV LD_LIBRARY_PATH=${CUDA_HOME}/lib64
ENV PATH=${CUDA_HOME}/bin:${PATH}
ENV LD_LIBRARY_PATH=$LD_LIBRARY_PATH:TensorRT-8.6.1.6/lib
CMD nvidia-smi

WORKDIR /app

COPY requirements.txt /app
RUN pip3 install --no-cache-dir --upgrade -r requirements.txt

COPY . /app

CMD ["python3", "main.py"]

The build command was : docker build -t project-name .

Expected behavior
Even though i have installed the nvidia container support for docker, the given below is the brief error log:
