Add a plugin in order to trigger the release GitHub actions for `docs:` commit

After this PR, it was found that a commit with docs will not trigger a release, which is an issue for the doc website. See https://github.com/input-output-hk/atala-prism-docs/actions/runs/9451170720/job/26031483199
