Prep project boards for Migration

Overview

We need to prepare the Project Boards for the forced migration that GitHub is doing in August, so that it is already working well for the team by then.

Ensure primary tool is included in list of all tools

## Overview
As a user when I am looking at the list of all tools I want the primary tool to be included

### Action Items
- [ ] Update models.py to include foreign key.  Look for other foreign keys.
- [ ] Run source ./start-dev.sh.  This should create a migration script to add the foreign key and then run that script.

### How to Manually Verify
- From the asset type screen verify you can associate an asset type with a category.
