[Docs] Globally installed gulp-cli is optional

You can run Gulp without globally installed gulp-cli by using npx gulp or NPM scripts (e.g. npm run build). Should the docs mention these?

Our goal isn't to teach people how to use additional features of nodejs, so I don't think that is necessary.
