Deprecate ROS1?

ROS2 has largely replaced ROS1 now. We still run ROS1 rosmaster processes primarily for mavros. Can we just run ROS2 and use the ROS1 bridge for mavros?

Noetic is the last ROS1 release. Moving to ROS2 is a no brainer, except that we depend heavily on mavros which is ros1 only currently.
