`No Label` filter doesn't work on Repository Issue Page

In the repository issue list ( https://demo.gitea.com/n3o77/test/issues ) when selecting label -> no label the filter is not applied and all issues are shown.

The fix is on main branch at the moment. The backport #34915 will be in the next 1.24.3 release soon (or 1.24-nightly after it gets merged)
