support cli util installation with `cargo install`

current geozero-cli cannot be easily installed with cargo - either install or binstall. We may want to start publishing binaries as releases in github, so that they can be easily installed even without users compiling it

Sure, help is always welcome! I don't know much about cargo-binstall, but it worked for me automatically after publishing on crates.io and releasing binaries on Github with cargo-dist. So I would recommend this approach also for geozero-cli.
