v1.11: building latest tag in Go install returns version "dev" instead of "v1.11"

I was running mev-boost v1.10.1

% ~/go/bin/mev-boost --version
mev-boost v1.10.1

Today v1.11 was released so i ran go install with latest tag:

Expaction: should return v1.11
