Why so many page breaks?

When I use mkdocs & mkdocs-to-pdf on a set of files, I get page breaks in unexpected places. I have prepared a small (two file) example, which is uploaded here: pagination_issue.zip

This the output file from mkdocs-to-pdf:
GSASII-help.pdf

Note that I would expect this to be a 4 page document (cover, contents, 2 pages of content). Instead it is 8 pages. Not a really big deal, but annoying and I'm hoping there is a simple fix out there.
