What you expected to see, versus what you actually saw
Dependabot for vcpkg opened a PR (bindreams/zint-bindings#17) that contains no changes, and erroneously claims to update vcpkg from master to 2025.08.27, in spite of the baseline already being at 2025.08.27.
This follows a similar commit where Dependabot performed no changes except for formatting, which I accepted to keep it happy (bindreams/zint-bindings#12)
