Terraform pessimistic constraint operator

If I have:

  required_providers {
    aws = {
      source  = "hashicorp/aws"
      version = "~> 5.100"
    }
  }

The most recent 5.xxx.x series release of that module is 5.100
The most recent release of the module in general is 6.12

I don't want dependabot to suggest an upgrade to 6.12, but no matter what I do, or how I configure it, it doesn't seem to want to obey the pessimistic constraint. I've told it to ignore semver-major, I've added a lockfile, and it still doesn't seem to matter.

What do I need to do to get this to work?
