Pipeline overwrite should likely create a new version

With the addition of pipeline versions, in response to #282 we reimplemented overwrite to: first fetch the latest version id and patch-ed that version.

But the more intuitive implementation is likely to create a new version instead.
Or additionally we need another param for overwrite_version but that that is perhaps unnecessary.
