Providing a watchNamespace apparently prevents the operator watchdog from finding the injector

We added a watchNamespace to monitor for failed/missing sidecars, as per:

We then see that dapr-operator started spamming logs with:

despite:

We restarted both the operator and the injector multiple times to try to "unstick" it -- but nothing worked, so we deleted the watchNamespace argument and restarted the operator and the spamming stopped.

I presume this is a bug.
