Make sure new line items show up in parser #205

Since we launched Treasury.io in July 2013, the U.S. Treasury has added some new line items into the Daily Treasury Statement. These are all highlighted in the attached PDF file which compares line items in the Daily Treasury Statement as of October 2016 vs. July 2013, when we launched Treasury.io:

Table I -- No changes
Table II:
-- "Foreign Deposits, Military Sales" name changed to "Foreign Military Sales Program"
-- Under "Other deposits" there are two new line items, "Deposit Insurance Fund" and "Pension Benefit Guaranty Corp." Need to check and make sure they're in the data.
-- Under "Withdrawals" the line item "Medicare" has been split into two new line items, the line item "Marketplace Payments" has been added, and there are three line items under "Other Withdrawals" that weren't in the Daily Treasury Statement as of July 2013. Need to check and make sure these are all in the data.
Table IIIa -- No changes
Table IIIb -- No changes
Table IIIc -- The debt subject to the debt limit is indicated through an asterisk (*) instead of a number because Congress temporarily suspended the debt limit, and there is a footnote explaining this. We need to make sure this is correctly reflected in the data and not causing any issues.
Table IV -- No changes
Table V -- No changes
Table VI -- No changes
