[5.x] Enable list view on mobile

Hello,

At the moment the list view / card view in the Entries screen in the control panel is not appearing and defaults to the card view.

One client would like to have that toggle and be able to see the list view on mobile. After talking with Craft support, they have confirmed that it's based on device and not screen width. Indeed it appears on desktop at small sizes and works fine, so don't think this should be hidden away.

Possibly an issue was that the columns being so small it looks kind of weird. Without over complicating it, could maybe have a toggle that selects some columns for mobile list view. Or just have the entry title, even that would be an improvement to the current setup.
