FREQ: GraphQL sites endpoint

A GraphQL sites endpoint would be helpful, as currently the list of sites, their titles, and if they are enabled is not available via GraphQL.

Also, in the other endpoints, siteId and siteHandle are available when querying entries, but siteTitle is not at all, requiring an Element API endpoint to grab this.
