AND operator for _cfv keyword possible?

Hello, is it possible to use an AND operator in the _cfv parameters? I don't see mention of it in the documentation. For example:
I have this: _cfv=[Bill Uploaded?, is, No, ,#ffe5e5]

I want to add a 2nd condition on when to apply that color. In plain English: "apply color if Bill Uploaded = No AND Status = Draft"
