Support starting Coder Desktop on boot #57
Description
Whilst #55 describes starting Coder Connect when the app opens, it'd be nice if there was an option to have the app open when booting into Windows.

moving to docs blocked for now - it'll be nice to have the option in the app itself, and short of that, we can probably give folks a quick how to diy on windows
added new settings dialog + settings manager (#113)
