Combine navigation.resources and header.resources into single translation #174
Description
Context
These two translation strings mean the same thing, and link to the same place.
I suggest renaming to ui.resources to fit with existing pattern.
Acceptance Criteria
- Only one translation for resources exists
- React code using translations are updated to the new translation tag.
