[C2] MultiURL parameter configuration : missing eye to indicate if modificable on sub URL

In Chamilo Master on 2025/04/08 on a multi URL installatin when opening the settings page admin/settings/platform the eye at the end of each line of settings is missing to be able to indicate if the setting can be modified on a sub URL or not.

Also check that if the eye is closed the setting can not be modified on sub URLs.
