Installation Won't Proceed Past Step #3

Hello Folks,

Hope all is well. I recently discovered Chamilo LMS and attempting to deploy it on an airgapped environment (no internet connectivity). Unfortunately, the installation does not proceed pass step #3. At this step, I'm prompted to accept the license agreement, and optionally provide contact information of the organization. However, given that this server is not connected to the internet, could that be the reason why I am unable to proceed pass this step?

If a screenshot would help, I can grab one and share. Thanks.

MY ENVIRONMENT
Chamilo Version: 1.11.28
XAMP Version: 8.2.12-0
PHP Version: 8.2.12
Apache Version: 2.4.58
Windows Server Version: 2022

Please note: For version 1.11.28, Chamilo only supports PHP 7.4.

Hmm. I will downgrade PHP to 7.4.33 and see if it makes a difference.

chamilo 1.11.28 does not install with php8
disable chamilo 8.2 and enable php7.4 to be able to install chamilo 1.11.28.
for now, chamilo has incompatibilities with php8
