If we run a MANUAL execution while Cerberus is busy executing automated tests, the MANUAL execution needs to wait that a slot is available in order to be executed.
Putpose of the issue is to separate the queue entries in MANUAL mode to an isolated constrain.
That way, those execution will not need to wait for an execution to finish before beeing triggered.
