feat: allow tools to start sub-flows that will be stripped from main context when ready

Tools such as diffs produce a bunch of text that will quickly fill up the entire context window. We should figure out a way to deal with this.

This is loosely related to https://modelcontextprotocol.io/docs/concepts/sampling and in the future, we could base our implementation on top of it.
