Hint user into git remote set incorrectly when there's no remote cache hit

Describe the feature

A remoteCacheProvider could return a potential reasons, or hints, on why there was no remote cache hit. E.g. when a user picks wrong remote, and there's no artifacts at all stored, we could ask if the git remote is set correctly for github-action provider
