Ship compiled `create-app` CLI

Describe the feature

With this we would publish minimal packages to npm and we could improve startup time for create-app.

We could also take some inspiration from @callstack/repack-init, which already does it with very similar tech stack: callstack/repack#893

What do you exactly mean by "compiled"? Bundled CLI or something else?
