test: add metrics integration tests

This commit adds integration testing for the metrics infrastructure,
covering authentication, authorization, and proxy functionality. The
tests validate operator and agent metrics endpoints, verify token-based
authentication, and test error handling for invalid credentials. New
dependencies for port forwarding and websocket support enable test
connectivity.
